Call for Consultancy Services for Evaluation of Implementation of “INVOLVE” Project

  1. BACKGROUND

The Eastern and Southern Africa Small Scale Farmers Forum (ESAFF), Mtandao wa Vikundi vya Wakulima Tanzania (MVIWATA) and GRET are implementing a project called “Involving small scale farmers in policy dialogue and monitoring for improved food security in the East African Region” In short described as “INVOLVE”. The project DCI-FOOD/2012/301-073 worth of 1.8 million EUR was largely funded by European Union, Oxfam Novib, Bread for the World and Trust Africa. The project was implemented in 5 East African Countries; Burundi, Kenya, Rwanda, Tanzania and Uganda. The project started in December 2012 and ends in May 2016.

 

  1. OBJECTIVES OF THE CONSULTANCY

Eligible consultants are invited to submit their proposals in providing the services of Evaluation of implementation of INVOLVE Project. The services to be provided will include, but not limited to;

  1. i) Evaluate the performance of INVOLVE project in terms of its stated log frame Indicators under each Key Result Area of the 2012-2016 project implementation period;
  2. ii) Assess the strengths and weaknesses of the design of the INVOLVE project;

iii)    To draw synergy between the INVOLVE project achievement & ESAFF SP of 2014 – 2016.

  1. iv) Identify lessons learnt and insights generated; and
  2. v) Make recommendations for the next project design and similar programmes in future
  3. vi) Write comprehensive report regarding the processes, issues and lesson leant.

 

  1. ELIGIBILITY AND APPLICATION PROCEDURES
  1. i) Qualified and experienced international individual consultants are invited to undertake the above mentioned services as from Mid Aril 2016 which are further detailed in the Terms of Reference for this assignment (esaff.org). The successful consultant will be selected in accordance with the provisions set forth in the Guideline for Selection and Employment of Consultants by EU standards.
  2. ii) Interested consultants are required to submit their technical, financial proposals, methodology and approach to the assignment.

iii)    In submitting their expressions of interest, interested consultants must provide their updated curriculum vitae, indicating personal and technical skills, academic qualifications, experience in similar assignments, and experience with small scale farmer’s organization in East Africa and at least two (2) referees with contact information (e-mail address, mobile telephone, Skype or Whats up numbers). Knowledge of languages Kiswahili, French and English will be of added advantage
