Consultancy Opportunity: External Evaluator
The Eastern and Southern Africa Small Scale Farmers’ Forum (ESAFF) invites qualified consultants to submit expressions of interest to undertake the evaluation of the INFLUENCE IV Project — “Strengthening small-scale farmers in influencing and monitoring the implementation of the Malabo Goals in Eastern and Southern Africa.”
The INFLUENCE IV Project, funded by Brot für die Welt (BfdW), builds upon previous ESAFF initiatives that aim to strengthen the capacity of small-scale farmers and their organizations to engage effectively in policy dialogue, social accountability, and agricultural policy advocacy. The project operates across ESAFF’s network in Eastern and Southern Africa, supporting farmers to influence national and regional agricultural agendas in line with the Malabo Goals.
The purpose of this evaluation is to assess the project’s performance and results against its agreed objectives and indicators, identify strengths and weaknesses, and generate lessons learned to inform future programming and strategic planning. The evaluation will provide evidence-based recommendations to improve the ongoing implementation of current and future ESAFF interventions.
The consultant will be responsible for conducting a comprehensive review of project implementation. This will include a desk review of relevant documentation, key informant interviews, focus group discussions, field visits, and data analysis. The assessment will cover the project’s relevance, effectiveness, efficiency, impact, and sustainability. Geographically, the evaluation will focus on ESAFF’s regional operations with field visits in Tanzania, Zambia, Zimbabwe, and Malawi, complemented by virtual consultations with regional and continental institutions such as SADC, EAC, and the AU.
Applicants should possess a minimum of a Master’s degree in Development Studies, Agriculture, International Relations, or another related field. They should have at least eight years of experience in project evaluation, performance appraisal, or civil society organization management. A solid understanding of agricultural policy frameworks such as CAADP and the Malabo Goals is required. Strong analytical and communication skills, as well as fluency in English, are essential; knowledge of French will be an added advantage.
The expected deliverables include an Inception Report, a Draft and Final Evaluation Report (in both Word and PDF), and a PowerPoint Summary presenting key findings and recommendations. The assignment is expected to take 15 working days, and the total consultancy fee, inclusive of all taxes, should not exceed USD 7,000. Logistics such as flights, accommodation, and per diems will be covered separately by ESAFF in accordance with its policies.
Interested consultants are invited to submit a technical proposal outlining their understanding of the Terms of Reference, methodology, and work plan, along with a financial proposal indicating professional fees and applicable taxes.
