{"id":277,"date":"2017-03-10T06:24:26","date_gmt":"2017-03-10T06:24:26","guid":{"rendered":"http:\/\/www.esaff.org\/?p=277"},"modified":"2017-03-10T06:24:26","modified_gmt":"2017-03-10T06:24:26","slug":"esaff-approves-financial-and-personnel-manual-and-policies","status":"publish","type":"post","link":"https:\/\/esaff.org\/index-php\/esaff-approves-financial-and-personnel-manual-and-policies\/","title":{"rendered":"ESAFF Approves financial and personnel manual and policies"},"content":{"rendered":"<p style=\"text-align: justify;\"><em>08\/10\/2009<\/em><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><img decoding=\"async\" src=\"http:\/\/esaff.org\/jecha\" alt=\"\" align=\"absMiddle\" \/><\/p>\n<div style=\"text-align: justify;\"><b>11\/10\/2009<\/b><\/div>\n<div style=\"text-align: justify;\"><b>\u00a0ESAFF Approves financial and personnel manual and policies<\/b><\/div>\n<div style=\"text-align: justify;\">The Eastern and Southern Africa Small Scale Farmers\u2019 Forum \u2013ESAFF have approved two manuals and policies fro the movement.<\/div>\n<div style=\"text-align: justify;\">The approved personnel and financial policies and Manual will govern and guide the management and accounting operations of ESAFF as well as staff matters.\u00a0Financial management entails planning, organising, controlling and monitoring the financial non financial resources to enable the organisation to achieve objectives.<\/div>\n<div style=\"text-align: justify;\">The Financial Policy and Manual (FPM) have five (5) Sections which are: <b>Section One<\/b> with features an introduction with the Vision and Mission statements as well as the values of ESAFF. <b>Section Two<\/b> of the manual entails Planning, Budgeting and operation of Bank Accounts, this section contains; preparations of the annual plan and budget, sources of funds and how the bank account will be opened and managed. <b>Section Three<\/b> contains Financial Policies and Guidelines. This section include General Accounting Policy, Authorisation Procedures, Purchase and Procurement procedures, management of fixed assets, Accounting Records and Books of Accounts, Financial reports and Auditing.<\/div>\n<div style=\"text-align: justify;\">Other are s<b>ection four<\/b> of the FPM which has information on Imprest, Travel Expenses and subsistence allowance rate, personnel costs and payroll procedures as well as other allowances. And finally <b>Section Five<\/b> which has charts of accounts and <b>Section Six<\/b> entail the financial forms to be used by ESAFF.<\/div>\n<div style=\"text-align: justify;\">On the other hand, the ESAFF <b>Personnel Policy and Manual (PPM is <\/b>to guide ESAFF procedures in adverting and hiring and promotion of personnel, their conduct, remunerations, and Personnel expense and benefit.
