{"id":631,"date":"2017-03-11T08:42:32","date_gmt":"2017-03-11T08:42:32","guid":{"rendered":"http:\/\/www.esaff.org\/?p=631"},"modified":"2017-03-11T08:42:32","modified_gmt":"2017-03-11T08:42:32","slug":"sadc-complete-caad-compact-in-may-2016","status":"publish","type":"post","link":"http:\/\/esaff.org\/index-php\/sadc-complete-caad-compact-in-may-2016\/","title":{"rendered":"SADC \u201ccomplete\u201d CAAD COMPACT in May 2016"},"content":{"rendered":"<p style=\"text-align: justify;\"><img decoding=\"async\" src=\"http:\/\/esaff.org\/images\/sadc_2015dscn0958(1).jpg\" \/><\/p>\n<p style=\"text-align: justify;\"><em>17\/12\/2015<\/em><\/p>\n<p style=\"text-align: justify;\">\n<p class=\"Body\" style=\"text-align: justify;\"><b><span lang=\"EN-US\">SADC\u00a0<\/span><\/b><b>\u201ccomplete\u201d <\/b><b><span lang=\"EN-US\">CAAD COMPACT in May 2016<\/span><\/b><b><\/b><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">\u00a0<b>PRETORIA, SOUTH AFRICA<\/b><\/p>\n<p class=\"Body\" style=\"text-align: justify;\">\n<p class=\"Body\" style=\"text-align: justify;\"><span lang=\"EN-US\">The Southern Africa Development Community (SADC) is expected to sign its Comprehensive Africa Agriculture Development Programme<\/span><\/p>\n<p class=\"Body\" style=\"text-align: justify;\"><span lang=\"EN-US\">(<\/span>CAADP COMPACT<span lang=\"EN-US\">) in May 2016.<\/span><\/p>\n<p class=\"Body\" style=\"text-align: justify;\">\n<p class=\"Body\" style=\"text-align: justify;\"><span lang=\"EN-US\">The Compact will be signed as the Community Secretariat has gone through all processes to develop the Regional Agriculture Development Policy (SADC <\/span>\u2013<span lang=\"EN-US\">RAP), the Regional Investment Plan (RAIP) and the Implementation Management Plan (IMP).<\/span><\/p>\n<p class=\"Body\" style=\"text-align: justify;\">\n<p class=\"Body\" style=\"text-align: justify;\"><span lang=\"EN-US\">Mr. Martin Muchero, the SADC RAP Coordinator says the region has embarked in the process since 2003 as it was decided by Community leaders to sign the Compact when all elements of the Compact are clearly defined and costed to bring meaningful agriculture transformation.<\/span><\/p>\n<p class=\"Body\" style=\"text-align: justify;\">\n<p class=\"Body\" style=\"text-align: justify;\">CAADP COMPACT <span lang=\"EN-US\">could have been\u00a0 signed as it was as it is an Africa Union initiative but SADC decided that it will be signed after the objectives, activities, timeframe and budget have been determined, he disclosed.<\/span><\/p>\n<p class=\"Body\" style=\"text-align: justify;\">\n<p class=\"Body\" style=\"text-align: justify;\"><span lang=\"EN-US\">He was speaking in Pretoria, South Africa at a SADC \/ NPCA CAADP Regional And National Status Workshop last December.<\/span><\/p>\n<p class=\"Body\" style=\"text-align: justify;\">\n<p class=\"Body\" style=\"text-align: justify;\"><span lang=\"IT\">Mr. Muchero sa<\/span><span lang=\"EN-US\">id according to the calendar, the SADC Regional CAADP Compact will be finalised and put to Member States and key stakeholders to sign in May 2016 if all goes well.<\/span><\/p>\n<p class=\"Body\" style=\"text-align: justify;\">\n<p class=\"Body\" style=\"text-align: justify;\"><span lang=\"EN-US\">He added\u00a0 that <\/span>\u201c<span lang=\"EN-US\">It was the decision by regional leaders that the SADC Regional CAADP Compact be developed and put forward for signing once is clear about the RAP investment plan and its implementation mechanisms and their implications for their governments<\/span>\u201d.<\/p>\n<p class=\"Body\" style=\"text-align: justify;\">\n<p class=\"Body\" style=\"text-align: justify;\">He said the SADC Compact document itself will be much shorter, just covering essentials such as the developmental objectives of the RAP, key operational principles, responsibilities, operational guidelines and values. Its main purpose is to serve as a cooperative framework for the region and its various partners.<\/p>\n<p class=\"Body\" style=\"text-align: justify;\">\n<p class=\"Body\" style=\"text-align: justify;\"><span lang=\"EN-US\">The SADC CAADP Compact will be signed by representative of the SADC Member States, farmer organisations, private sector, Non State Actors, and a representative from development partners.<\/span><\/p>\n<p class=\"Body\" style=\"text-align: justify;\">\n<p class=\"Body\" style=\"text-align: justify;\"><span lang=\"EN-US\">Speaking at the same event, a representative of the NEPAD Program Coordination Agency (NPCA) says the Compact is not a legally binding document but more on how do partners at country or regional level harness their<\/span> energy<span lang=\"EN-US\"> for agriculture development.<\/span><\/p>\n<p class=\"Body\" style=\"text-align: justify;\">\n<p class=\"Body\" style=\"text-align: justify;\"><span lang=\"IT\">Ms. Unami Mpofu sa<\/span><span lang=\"EN-US\">id that the compact document is usually not more than 10 pages. It will have a vision of working together (developmental objectives), principles, core values, expected results, responsibilities, operational guidelines and how to hold each other accountable\u00a0<\/span><\/p>\n<p class=\"Body\" style=\"text-align: justify;\">\n<p class=\"Body\" style=\"text-align: justify;\">\u201c<span lang=\"EN-US\">The compact is the declaration of intention to show ownership and commitments to agriculture transformation at either regional or national level,<\/span>\u201d <span lang=\"EN-US\">\u00a0she said.<\/span><\/p>\n<p class=\"Body\" style=\"text-align: justify;\">\n<p class=\"Body\" style=\"text-align: justify;\"><span lang=\"EN-US\">Speaking at the event, ESAFF Chairman Serge Benstrong thanked SADC for organising a regional validation workshop and inviting farmers, CSOs private sector and Member states Principal Secretaries to show their commitment and validate the process.<\/span><\/p>\n<p class=\"Body\" style=\"text-align: justify;\">\n<p class=\"Body\" style=\"text-align: justify;\">Mr. Benstrong sa<span lang=\"EN-US\">id that ESAFF wished SADC and other Regional Economic Groupings to put in place legally binding instruments to ensure that the new CAADP Compact reflecting the Malabo goals are implemented even before the year 2025, as hunger, poverty, unemployment and malnutrition continues to affect communities every day.<\/span><\/p>\n<p class=\"Body\" style=\"text-align: justify;\">\n<p class=\"Body\" style=\"text-align: justify;\">\u00a0<span lang=\"EN-US\">The SADC RAP and its Investment Plans focuses on the 4 results areas<\/span><\/p>\n<p class=\"Body\" style=\"text-align: justify;\">\u00a0\u2022\u00a0 <span lang=\"EN-US\">Enhanced sustainable agricultural production, productivity and competitiveness;<\/span><\/p>\n<p class=\"Body\" style=\"text-align: justify;\">\n<p class=\"Body\" style=\"text-align: justify;\">\u2022\u00a0\u00a0\u00a0\u00a0 <span lang=\"EN-US\">Improved regional and international trade and access to markets of agricultural products;<\/span><\/p>\n<p class=\"Body\" style=\"text-align: justify;\">\u00a0\u2022\u00a0\u00a0\u00a0\u00a0 <span lang=\"EN-US\">Improved private and public sector engagement and investment in the agricultural value-chains; and<\/span><\/p>\n<p class=\"Body\" style=\"text-align: justify;\">\u00a0\u2022\u00a0\u00a0\u00a0\u00a0 <span lang=\"EN-US\">Reduced social and economic vulnerability of the region<\/span>\u2019<span lang=\"EN-US\">s population in the context of food and nutrition security and the changing economic and climatic environment.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>17\/12\/2015 SADC\u00a0\u201ccomplete\u201d CAAD COMPACT in May 2016 \u00a0PRETORIA, SOUTH AFRICA The Southern Africa Development Community (SADC) is expected to sign its Comprehensive Africa Agriculture Development Programme (CAADP COMPACT) in May 2016.
